The Rochester Housing Development Fund Corporation (RHDFC) was created by the City of Rochester, Enterprise Community Partners and Greater Rochester Housing Partnership to house the HOME Rochester program. RHDFC was created under Section 11 of the New York State Housing Finance Law. RHDFC takes title to HOME Rochester properties and facilitates the financing needed to purchase and renovate the properties. RHDFC is staffed by the Greater Rochester Housing Partnership. The Partnership provides asset management, financial, construction oversight, legal, sales, and information management to the RHDFC. The City of Rochester provides operating support, homebuyer services, and contract management for the RHDFC. Enterprise provides policy guidance and technical assistance to the RHDFC and its partners. All three entities play a role in providing HOME Rochester program financing.
