Overcome financial and other barriers to increasing the availability of affordable housing through partnerships with developers, municipalities, community partners and potential consumers of affordable housing.

While focusing on the acute housing needs in the City of Rochester, we will proactively look for opportunities to offer low-income residents choice in housing by stimulating the development of rental and ownership affordable housing in areas within greater Rochester outside concentrations of poverty with proximity to employment opportunities and other desirable traits.
